Since 1998 one of my neighbors named Suzanne Marchand has been campaigning against amateur radio and ham tower rights. Although she claims not to be against amateur radio, her actions speak differently. Most recently her attorney was quoted as saying:

“The Marchands have never been opposed to amateur radio,” [Attorney Prolman] said.

The Nashua [NH] Telegraph, May 3, 2002.

Their actions speak differently. They have consistently opposed amateur radio at every opportunity.

In November 2000, The Marchands proposed an ordinance that would require a specific permit for any antenna that was put up by a ham. The proposed ordinance went further to require a special exception hearing for any antenna that was not "customary" in town. This provision would require a hearing before the Zoning Board to get a permit for a 30 meter dipole if there were none in town.

In support of this petitioned amendment to the Zoning Ordinance, she put up the following web site:

Anti-Ham Home Page

On this page she listed her supporters and how to donate:

On this page, she asks for support for her restrictive ordinance:

On this page, she describes her anti-ham organization:

It is interesting to note that she claims to be tax-deductible, but hopefully nobody actually wrote this off.

Luckily the ordinance did not pass. The petitioned amendment was not recommended by  the Planning Board and it failed to be approved by the voters.

Again in December 2001, The Marchands went before the planning board to require a 100 foot setback for all antennas, support structures and other appurtenances, setback to be encroached upon only by special exception. Since most of the properties in Hudson, NH are on lots of less than 1 acre, this would apply to most everyone. What this meant was for someone to put up a dipole in the trees, or a long wire for SWL use, a special exception hearing would be required. A child wishing to get on the air or become an SWL would have to get his parents to spend over a hundred dollars just to get before the ZBA for a hearing. Since the ZBA has denied every such application that has come before it, the actual cost of putting up a dipole would have been THOUSANDS of dollars to take the appeal to the Superior Court. This ordinance would have applied to all amateur, CB, SWL, and scanner enthusiasts.

The planning board posted this amendment for public hearing so it was in effect for close to a month before the hearing was held and wisely the planning board withdrew it before it could go to the ballot.

These actions show that Suzanne Marchand is violently anti-ham.

The Marchands also employed their co-workers in an email stalking compaign. Read about this here.
